For non-native speakers of English (or anyone else who might not recognize the subtleties represented here), the first change is because "can not" really means "are able to not," which doesn't eliminate the option of being able to work, just provides the option not to.
For the second, prepositions can be tough to translate; saying that the town is "in control" of the Evil elfs actually means that the Evil elfs are controlled by the town. The corrected version above has the intended meaning that the Evil elfs control the town. |
