surely an easier solution whilst I liked the initial idea is to simply expand the outlands? double it's size if that and add in a lot of the higher level stuff to do (Excluding Puranium) add more high level fishing, woodcutting, smithing.

maybe have small outland events that cater to lower levels to add more risk for reward, an outland NPC found on Ogre who awards certain things for milestones in the outlands? so much ore mined, so much fish caught, so many player kills. has not got to be extravagant but something that rewards activity out there that would not be over powered or took advantage of.
Two roads diverged in the wood and I, I took the one less travelled by, and that has made all the difference.

I'd like more incentives to go out into the OL. Maybe some form of small side quests - maybe chase some bandits around OL and you get exp rewards/gold (Similar to friddick brothers). Or similar to arch have small random spawns, but for the lower skill locations offering a little exp boost.

Maybe random digging spots appearing (60 sec timer) that works in the same way as the digging spot - only in the OL you'd only have 1 timer, thus having to go look around other locations for more opportunities to dig.

I'm also a fan of another island/location whatever you want to call it, that can only be accessed via the OL. No orbing to or from this location.

Overall - I'm interested by the CL regions within the OL. I think to support this no resource locations should exist within them, and likely an expansion on the OL would be required to accommodate it.

I will add points from my players point of view.

Discarding boat fishing spot (waiting for responce from born on that) the few interesting things i can see are:-

If i wanted to smelt bronze, iron, steel i am at the mercy of a CL 170 pker but syriet is in 1 of safest zones. Someone cooking lvl 1 fish is in more danger. Having spent a fair bit of time out there now and died just as many times that creates an interesting dilemma/perk. In ols i know i have to fear testament, frag, reaper, queenie, havoc, baspall plus there is obviously dee,JR,cracker, nate and many more who have stretched their CL as high as possible, if u want to smelt at 4.7 in caves CL 45 is more than ample. So a syriet miner/smith can now mine at 49 and run to 92 and "semi afk" smelt while waiting for pkers to pass as players within 20 CL's wont be able to 1or 2 hit kill them.
Almost all ol miners and pkers have rough idea when to expect certain players in ols.
I thought best to point out a possible monopoly and skilling loophole b4 implemented 😆
Congratulations! You've gained a thieving level (40)

You opened your Sarcophagus...It contained 4 Plum seeds!

While fishing, you found a rare Lapis gem!

Simply put - Level cap - Can't attack anyone 20 levels below you are more.
Simple fix.

Means there may be some pure att/def/health or att/str/health combos in future.

Make it fun.

Get rid of the noob ass PvPers who one hit kill level 100s.

It's more difficult for a level 30 player to acquire a full set of rose/ogre pieces with a koban axe, than it is for a level 100 pvper to acquire 100k in OL ores because they simply kill the miners, or they kill the player who has limited funds and can't just re-acquire the armor they scavanged to use to fight the quest.

Hell, they can be 30 levels above the quest and no matter time of day or amount of tries, get wiped out completely.

Considering noobs can sit at an entrance with an auto-click program for the exact spot and can just spam click it.
